What would you have them do?
I don't think you can legislate against idiots. If people want to throw good money after bad, there are plenty of ways of doing it that don't offer even a chance of getting your money back.

Ban the machines and make it possible for a Council to stop a gambling site or betting shop to open in any area within their district.
That won't happen because the Tories support big businesses.
