kev is correct, now the local council charges 100% of the council tax. For many years it was 50% then raised to 90%.

And yes, many 2nd homes are owned by limited businesses where the only directors are the owners of the property or even properties. As such there are a lot of ways to dodge the tax those on PAYE have no choice but to pay

Personally, I have nothing against second-home ownership.... any more than I object to those who drive luxury cars, etc., they are the trappings of prosperity. However, I do believe in the removal of discounts and the management of second-home ownership in certain areas, where inflated prices can adversely affect those permanently resident in the area.

I also believe in the taxation of any income, whether earned or unearned, from such ownership - but that is a separate though associated issue, wherein income from assets is treated differently to income from employment.

Unfortunately, with our current taxation system this is anything but "fair play". Those who can afford to pay to use loopholes gain against those who do not have the same facility - and it is not a zero-sum gain as the majority who pay their allotted taxes subsidize those who do not..... as we saw amonst the multi-millionaires expecting handouts during the pandemic from a system which they actively seek to avoid paying for.
