Should the CIC adjust the upper limit sale price in special scenarios?

Following on from my comment:

There are special scenarios where the share price goes through the roof, for example, aquisition of a rival. Should we have a special rule that we change our upper limit from say 8% to 16%? That is to say we seize the moment and take advantage of the sudden temporary surge in price?
