I think that in the past they had problems where customers were buying "face value" coins purely to make a profit form the cashback. Best to assume this policy won't change any time soon

I understand but can't rebates be negotiated in such a manner where that doesn't occur and is favourable to all parties? Just wondering how deals are done to be advantageous to all parties?
