You'd think so wouldn't you but with the Shard (which is far higher than this planned development) practically on its doorstep, no planes are going to have a planned route that low... So raising this hurdle as an objection doesn't make any sense at all.

The problem is the proposed moving gondolas. I think if they had a walk round viewing platform rather than moving gondolas there would be no problem. The gondolas could possibly confuse air traffic control so they want to double check before a decision is made. Seems sensible to me.

If you read the article that you link to, you will see that it is not about buildings being in the way of planes but the effect of the Gondolas moving up & down on radar.
Gondalas designed to move up and down the top of the Tulip tower are at risk of confusing air traffic control systems, according to technical experts at London City airport.
Construction on the 305-metre (1,000ft) tower must not go ahead until an assessment has been carried out into its potential impact on radar systems at the airport six miles to the east, officials told the authority considering whether to grant planning permission.

A large building also affects aerial TV reception in the near vicinity (as well as blocking/reducing natural daylight )

Whilst what you say is correct it is probably of little additional relevance in the area of the City of London where the Tulip was planned to be sited: amongst a great number of other "skyscrapers" which are probably the highest concentration of such buildings in the UK.
