They actually sent me snail mail to continue my application, which was useful since the error page hadn't provided any reference numbers or other helpful details, although nevertheless unexpected and waiting for post would've delayed things if in a hurry.
There's an unfortunate bug in the account switch application form that currently prevents '2021' being typed for the completion year and also dates in 2020 can't be submitted anymore because they're now too soon, so it's difficult to proceed past that until they fix it, although I did find a convoluted way to enter 2021 into the box and got finished!
