Nah, both. Amazon did what they did before Brexit. Right or wrong, it's a different story.

VISA took the opportunity afforded by Brexit to impose a massive price hike - and that's the real story.

The fact that UK rules have allowed them to do this is the underlying issue - why had this "beneficial" EU rule been dropped, without discussion? How many others are waiting to come to light?
And too many Brexiteers will remain blinkered and refuse to see how much we have lost and how little we have gained

Unsurprisingly, this change is delayed while negotiations continue...
The expected change regarding the use of Visa credit cards on Amazon.co.uk will no longer take place on January 19. We are working closely with Visa on a potential solution that will enable customers to continue using their Visa credit cards on Amazon.co.uk. 

Should we make any changes related to Visa credit cards, we will give you advance notice. Until then, you can continue to use Visa credit cards, debit cards, Mastercard, American Express, and Eurocard as you do today.

Actually it's interesting, because I got an email early this morning reminding me that Amazon would stop accepting Visa on Wednesday. Then comes the announcement that they won't.....

Many people will already have swapped over to Mastercard, which is Amazon's partner. How many will bother to swap back?

This dispute has now reached an uneventful conclusion:
We’ve recently reached a global agreement with Visa that allows all customers to continue using their Visa credit cards in our stores. As a result, we will not move forward with our previous plans to stop accepting UK issued Visa credit cards. To add or update a payment method, go directly to Your account or visit the help page on Add & Manage Payment Methods.

Hardly a surprise. Visa benefits from the massive turnover of Amazon. Amazon benefits from making it easy for customers to pay. It was neither of their interest to cut the tie. Just an argument about how much it costs and an exercise in brinksmanship.
