Probably.
But why should anyone have to pay to exchange their stamps or even use up some of their stock Just because the Post Office has decided that the ones they have are no longer of any value.

If you are going to use them then now is the time to buy your stamps. And with luck the PO's will be exchanging them for the new style ones when the time comes. 10p is a hefty increase though.

Same as Pepsi Max which we occasionally buy. Corner shop sold them 55p a can or 2 for £1. Now they are 65p a can and no reduction for buying two. Which basically means the shopkeeper is out of pocket as per usual.

In March 2019 a first class stamp cost 65p , now will be 95p , thats a 46% increase in 3 years

Unsurprising, less post is being sent, Royal Mail is serving more households. Two salient fact that make the running of the service very expensive. Letter volumes have declined by more than 60% since their peak in 2004/5, and around 20% since the start of the pandemic.

As the cost goes up the less letters sent and the number of household delivered to will continue to increase. I do not see the price decreasing any time soon.

Well further details are now released on "handing in" old style 1st and 2nd class stamps.

Customers can change £200 worth of stamps using a standard form. However, those with more will be forced to ask for another type of form, complicating matters for those who have bulk bought.

Any post sent after January 2023 using a traditional stamp will be treated as having no postage at all and therefore be liable to a surcharge of £2.50 for a letter and £3 for a small parcel.

So with 1st class stamps being worth 95p from next week, £200 isn't going to cover many stamps on the initial standard form!

Looking at the MSE article (but no further) it might also be possible to submit multiples of the standard (£200) form:

There's no limit to the number of forms you can request.

This is good to know:

Royal Mail advised that those sending Bulk Swap Out forms send them via Special Delivery. The additional cost to do this will then be refunded to the equivalent value in barcoded stamps.
