Yes there was a brief discussion about an emergency meeting the next scheduled one is in November I think, but the Bank put out a no comment.

Best one-year fix before the last rate rise was around 3.3%. That Newcastle rate looks to be pricing in more rises (no real surprise there). I think I'll wait a little longer before committing to a 1 year fix.
