Yes and no. Some years ago (2010) they actually started a policy of price-matching Tesco on branded goods, so if you're a buyer of big brands you could've picked them up in Waitrose for the same shelf price as Tesco without even having to indulge in any of the complexity involved in their rivals Brand Match / Brand Guarantee / Price Guarantee schemes. I thought so too, but this is an illusion. They actually just don't stock the cheaper brands, and have more of the dearer ones. Not sure what world you live in but I've never seen anything cheaper in Waitrose than Tesco.
