The page on gov.uk presents the fees in an entirely neutral way: there's a table of fees showing online and postal rates. Various categories cannot be renewed online - not just those without a UK passport.
On the form D798C 3/19 Apply online is option 1, PO is option 2

Identity and validation of identity are what the posts you quoted are about, fact someone looks different than 10 years earlier is irrelevant to UK passport being required for DL renewals online. UK passport photo can be anything up to 10 years old.

in your dotage you are getting confused with the TV licence. Although that changes soon if it has not already.

This week I've just renewed mine online. I gave my passport number and they will take the photo from that. On the form they sent me it says there is no need to submit a new photo. So everything free - except a second class stamp to send them the original cut up licence.
