Most of Western Europe is due to be on an initial list of exempt countries.
The countries expected to be exempt include France, Italy, Spain, Greece, Belgium, Germany, Norway, the Netherlands, Turkey and Finland.

It has been confirmed France is on the list, which comes into effect from 10th July.

No it looks as if the celebration will have to be cancelled. I am devasted for her, she is a lovely lady and her husband is getting more and more selfish and demanding. Poor man has glaucoma in one eye, wet eye macular degeneration in the other. His sight has got so bad he can not see the TV clearly any more. And to make things worse he has Parkinson's Disease and his condition is noticeably worse than at the start of the year. A friend said her once kind and caring husband went the same way as his Motor Neurone Disease worsened.

It sounds like your cousin-in-law(?) needs to check his eyesight, in which case it is allowed to break any of the Coronavirus restrictions.
