No, no - although it may have been said by the PM, he is so busy sorting out the pandemic that someone else was using his mouth. He can't be expected to control everything - and his brain is very big, so it's not possible for him to know what's happening in every part of it. If he did actually say the words, they have a different meaning in Etonian and what he meant to say was exactly whatever you want to hear.
