Maybe the cost would be too great at the moment but raising the amount you can earn before paying tax helps the poorest the most.

Actually, it helps all taxpayers, and the highest earners the most as it reduces the amount income taxed at higher rates. It would help low income households more if the reduction in universal credit was less steep. IIRC, withdrawal of UC as people earn more amounts to an effective tax rate of 55%.
