I'm in favour of it as there's some nasty dogs around our area. It'll encourage the owners to be more responsible. Although I feel sorry for the good owners who will be left with a unwanted invoice. What do you think?

2 criminals hav xspolsive necklaces witch blow their heads off if they are ever more than 10 meters apart :shock:

Might just lead to more abandoned dogs roaming the streets as some owners won't/can't pay for this to be done :(
