It was an incredibly clever move of the Post office to get offcom to agree to 1st & 2nd on stamps rather than the price. People lost all track of what they were spending. The other side of the coin is that they now have a very long life and can be bought to hedge against future rises. It is also the fact that they can be bought far cheaper on ebay than you can get them in the PO. In fact if you have a stock to sell. They are selling so cheap on Ebay it is hardly worth the effort.

All definitives (except £sd ones) can be traded in for barcoded stamps.
All commemoratives (pictoral) remain usable.
But if you have stamps you don't want, PM with details.

I'm well-stocked, so not actively buying but always open to attractive opportunities, particularly lower values (<20p).

Definitives are the 'standard' stamps with just the Queen's head in profile, and a value (1p, 2p etc or 1st, 2nd). The current design was introduced in the late 1960s and those with the new King's head are very similar.
Or was there some other part of the sentence that you didn't understand?
